Mtaa Wetu App collects the list of reported issues per mtaa or neighbouhood and stores them in a database. AI is used for quick analysis, summaries and visualisation through dashboards. This provides user's with realtime access to insights and information about the issues im their neighbourhood. Both residents and the decsion makers in public agencies, County Governments and National Government benefit from having access to timely information from the bottom-up. This can inform rapid response to resolve routine issues, and also serve as an input in the planning and budgeting process. Mtaa Wetu realtime data capturing neighbourhood issues reported by the residents can be usfeul in facilitating public participation during the planning and budgeting process following the Public Finance Management Act (laws of Kenya). If used responsibly, Mtaa Wetu App can be a useful tool used by residents (Wananchi) to express their views or opinion about the most pressing issues that should be given priortiy in the National and County Budgets and Finance Bills. This way, the finance Act becomes people centered and "location aware" or place based. Public resources are allocated strategically and effiicently informed by the needs expressed by the people. However, given the weaknesses that may arise if people misuse the App and give false reports, it is necessary to sensitise the public to be " responsble citizens". But thrrough technology, these weaknesses can be identified and mitigated. Table 1 provides a summary list of issues reported. This is provided here based on data entries we generated during the trial of Mtaa Wetu for demonstration purposes. After the beta stage of the App, the data on issues will be based on actual user reports.
